Cellphone banking unlinked/deregistered

My cellphone banking access seems to have been unlinked or deregistered without me knowing, anyone else experience this problem? I discovered this when I wanted to buy airtime. USSD leads me to a registration option. Can I register the same card with the same cell number again?
