Latest Balance vs Available balance

Hi I don't quite understand the elite plus account, on my mobile app 2 balances reflect, latest balance and available balance. what is the difference and why is that when a deposit is made into my account some of the money goes to latest balance and not available balance and I cannot access it? Thanks
