Card not working but that take your money

Hi my card does not what to pay paypal i need software for my work.
Its does not work at ace auto need it for work
I had to send my wife to get money so i can work nou my card did not work at the petrol station so i had to pay cash again but the money is allso off from my account what the hell is going on.i whant my card working and my money back and u can phone them and no whan is picking up
