Cash finance charge

Hey there
I would like to know why am I being charged cash finance charge whereas I've already been charged with a withdrawal fee.
I haven't made any purchases or withdrawals for about 8 months on my credit card yet I'm still being charged "cash finance charge". I feel like I'm being ripped off and will never get to pay of this debt because I'm being charged interest, withdrawal fee as well as cash finance charge. Can someone explain to me why is that so
