I received a 2019 Tax certificate, but I do not have a Standard Bank Account, and it is NOT spam.

I received my 2019 Tax certificate, but I have no account at Standard Bank  - last one was closed about 8 years ago. It is addressed to me in person, correct Initials and Surname and encrypted PDF attachment, but I cannot open with the password. What worries me is that Standard Bank have my details (against the Popi Act) or someone stole it from them, and possibly the details of other account holders but I could not get an explenation from the consultant at the bank, even may have tax implications for me. Any suggestions who I can contact to assist me?
