Blocked card

My father is 71yrs old and legally blind.. so i do all his banking for him via the app. As of yesterday when i tried to pay his rent.. i realised all his cards have been blocked and i can make no payments to beneficiaries.. this was done without his concent nor did they bother to inform him. How am i supposed to pay his rent now? He is very frail and cant go visit a branch or call the callcentre. This makes me very mad!!.
