If you can't fix the problem with simple ways, you can try to contact translation and localization services like https://thewordpoint.com/services/localization/gaming . I have little experience in this, I did the localization of the application on the phone with their help. Perhaps you have some kind of problem with the translation file itself and because of this you cannot change the language.
