Honouring Fee nonsense

Why are we all being ripped off by the institution meant to safeguard our hard earned money! This honouring fee nonsense is absolutely ridiculous. You pay. They claim they paid for you. Then you get charged for the purchase AND for the honouring fee. So we pay TWICE for the same purchase! What kind of rip off is this? The bank won't help or explain it either. We are meant to just accept that they are stealing our money blatantly! Wtf
