BAT Offshore Tax Query

If I hold BAT shares, does the value of my purchase make up any portion of my 2.5 million offshore allowance at the moment? Or in other words can I ony buy 2.5 million worth of BAT at the moment? I am aware that BAT is applying to have its status changed.
