Bull run in Nigeria not reflected in SA

I see that the OANDO share price in Nigeria is having quite a run at the moment with South Africa fairly flat. It is currently trading at NGN22 which translates to R1.41 in SA and at the moment it is only trading at R0.96 in SA. Does anyone have some insight into OANDO as it seems like quite a complex animal.
