When you buy or sell cfd's you trade with the cfd provider (in this case ost) the cfd provider must have enough script of a particular share to back up your transaction, buy or sell. That is why not all shares have cfd's. Their float might be to small or the provider is of opinion that to obtain script suddenly when you close a short, might be too difficult. Anyway, that is how I understand it. Can be wrong.
