Your PC can not differentiate between a page that is buffered (proxy cache) on an ISP's server and the original page on the website. If the ISP sets the cache life too long, this can lead to repeatedly downloading an old page from the cache instead of the freshly updated page from the website in question. Refreshing on the PC will not help in this case. The caching helps the ISP to reduce load on his server. The technique is used mostly by local ISP's that have their clients on isolated networks. The longer the cache life, the better for the ISP. I have often seen complaints on this forum, especially relating to Price Streamer's data. If you see data that does not make sense on whatever page, your ISP may be the culprit. Talk to him as well.
