Could this be why the construction sector is down? Eskom said in November its infrastructure spending would double to 300 billion rand over the next five years, and it would issue an international bond in the first three months of 2008, possibly targeting the United States, to raise some of the money.

it is a nuclear plant, so we don't really have the skills locally. Also the raising money is an issue, threats of a rating downgrade which would increase cost of debt, sot hey likely to look to gov first for some cash .
