Falling Price

I must admit to being surprised at the extent of the re-rating of Imperial share price. Even considering the introduction of the NCA and increase in interest rate rises, plus the added factor of the semi retirement of the chairperson, who remains on the board as an executive director, leaves me bewildered. however, the consensus vote is a BUY! Is there something more to the fall in price than meets the eye? Does anyone have any theories?
