If you have a company like BMW for instance that have a manufacturing plant is RSA. After they have built a car and that car is sold here in RSa, does that qualify as an import?

No because the manufacturing took place locally. Parts may be imported but the vehicle as a whole is not. Unlike say the 4series which I think is manufactured and shipped as a whole
