Would company directors that sell off their shares driving the prices down and then issuing new shares for themselves to buy back at dirt cheap prices be considered as insider trading and illegal to shareholders who have bought higher up and thought they were getting the shares at honest bargain prices?

if you could prove that they did that intentionally then their actions would be considered illegal.However it is difficult to prove especially in this type of market.
