Why does this share have such a low PE? i mean a PE of 3? wtf... Is there something im missing?? Cos its looking good to buy and its not really getting sold..

PE is the earnings per share (EPS) divided into the share price and as such gives an indication of value. But it can't be used on its own and further the last set of earnings may have been boosted by one off events? So it is a start point for more digging.
