A rising wedge is a bearish signal. What happens when the pattern is broken on the top? Is this bullish, or does it just mean that the wedge is no longer in play?

It's just a failure of that chart pattern. Read Bullkowski's Encyclopedia of chart patterns for more info on how frequently (on average) it happens.
