Does anyone know why for certain stocks no short positions are allowed? Has it got something to do with a regulatory body or is it specific to the provider?

The bank may not have the stock to sell against the loan arrangement. I have, on occasion, lent stock to a bank (Investec usually) for a small fee. So they obviously needed the stock to meet a short. So clearly even they get into this position.
