Why does Zeder trade at a PE of 8

In the bad times, I thought this would be a safe bet. They own the food but it still trades so low. Is it debt problems, bad management, do they pay too much for they have or do they not invest wisely? Any opinions?

The PE is not all that relevant here. This is a holding company. Since these co's don't exercise direct management control over their assets, they usually trade at large discounts to NAV. (IMO)

But isn't control what they are trying to achieve? And isn't whether they earn money, not control the criteria?
