Retrieving fraud money

I would like to know why the bank can't stop fraudulent payments with immediate effect when reported. Sometimes you already give information unaware that you are about to be fraud out of money. Once you discover it and report it, the bank should be able to talk to other bank to say halt the payment of the amount in query while it is under investigation for fraud. It is painful to loose your money to the fraudsters while the bank might still stop it. By the time their investigation is complete the fraudulent account is closed
