SASOL AT 64900 CPS

I just received a technical analysis from OST, saying Sasol could go to 64900cps in the next six months . Am I missing something ? Oil surplus is massive in world. Oil price, as I understand it, will not go over 60 US $ for next 12 months. If oil stays below 60 us $ can Sasol really go back to 64900 cps ? Don't make sense to me.
