I put an order for shares in PLL at 3cps this morning. The price was 3cps and my order did not go through. Later the price went to 4cps. Then at 13h00 the price came back down to 3cps and still my order did not go through. How does this work?

first come first served. you have to to wait for the orders before you to get executed or cancelled before yours goes through

I would say you can only get a general idea by seeing how many shares are bid at 3c at the time you place your order, then see how many have been bought at 3c since then. This is not accurate as some bidders ahead of you might cancel their bids so you could move up more quickly.
