Head and Shoulders - calling all techies

If you look at sbk monthly chart from april 2003 would i be correct in saying that a h&S formed with left shoulder march 2006 head oct 2007 right shoulder sept 2008 horizontal neckline at R75 which means the neckline broken. If so how do you measure the full decline. Interestingly if you do a fib retrace from start of uptrend march 03 to head at oct 2007 then a full retrace of 61.8% takes it back to R60.Could this mean that R60 is a possible full reversal of uptrend or not?
