Claim on building

The house wall is collapsing from outside and the house will only be 5yrs this year. The bathroom walls are falling off, growing mould, tiles falling off,
ceiling turning blackish, shower floor leaking and the toilets loose. I honestly feel like there was a very poor construction done in building this house. It's too soon for it to be so dilapidated.
