Is this share a 'strong buy'??

Any comments about NEP? is this a strong buy? by AP on 24 Feb 12:25 Is this a good buy? PE of about 30, which is high. However, PEG ratio is less than 1 and this share has a very good track record... Would you recommend this as a 'strong buy'?

I think that PE's for listed property is irrelevant, since the business case is more about distributions (dividends). I am a fan of NEP, and have a position - I will be looking to add at these levels (investing, not trading). A good rand hedge. The business case for them is their early stage commercial property developments in Romania - which is apparently a booming European market. This might even be a tradeable stock - although typically listed property is a bit too sluggish to trade.
